Consulting for New Condominiums

CAMCO is an active partner in the formation and development of many Philadelphia area condominiums. Typically CAMCO is brought in to join the development team by the law firm preparing the condominium documents or by the developer directly.

CAMCO's involvement often starts in the pre-construction planning and continues through the creation and management of the association. The depth of CAMCO's involvement and participation varies from project to project, but our objective remains the same: To establish a smoothly functioning association that provides its members with the service levels they anticipate at a reasonable cost.

Some of the services CAMCO provides during the pre-construction phase are:

  • Review the design of operational areas for practical future operations.
  • Review the design of the common spaces.
  • Prepare the Operating and Capital Budget for the Public Offering Statement
  • Review Declaration, By-laws, Rules and Regulations from a management prospective

During the construction process there is also a great deal to be done in preparing for the first move-in and for the future functioning of the association. Some of the activities CAMCO can provide during construction to prepare for the start-up of the association are:

  • Develop employment policies and procedures
  • Develop employee handbook for proper conduct
  • Develop job descriptions for concierge, porter, maintenance
  • Purchase supplies for all staff members including uniforms, and clerical supplies
  • Staff hiring and training
  • Participation in negotiation of building service contracts
  • Develop insurance specifications and obtain bids
  • Develop garage procedures (if applicable)

After the start-up of the association, CAMCO directs the management program of the association providing supervision of on-site personnel, financial management, property management and administrative management. Initially, the association will be controlled by the developer, but as more new owners settle, CAMCO will guide the association through the transition from developer control to owner control. This process is in part defined by the Penna. Uniform Condominium Act, but an experienced team is important for a successful transition.
